दिल्ली विश्वविद्यालय में, दिल्ली विश्वविद्यालय छात्र संघ के चुनाव में उन्होंने बेहतरीन प्रदर्शन करते हुए अध्यक्ष और उपाध्यक्ष का जो पद है, उसपर विजय पाई है। हमारे NSUI के साथी हमें बता रहे हैं कि विजय तो चारों पदों पर NSUI की हुई है और ABVP ने तथाकथित दिल्ली विश्वविद्यालय के प्रशासन से मिलकर, धाँधली करके NSUI के दो उम्मीदवारों को हरवाया है।
जहाँ तक मेरी जानकारी है कि अगर परिस्थितियाँ दिल्ली विश्वविद्यालय ने ठीक नहीं की, तो NSUI के सामने सारे विकल्प खुले हैं। आपने देखा कि किस तरह से जो अध्यक्ष पद का उम्मीदवार था, अनुचित तरीके से उसका नामांकन रद्द किया गया, उसने दिल्ली उच्च न्यायालय का दरवाजा खटखटाया, दिल्ली उच्च न्यायालय ने, दिल्ली विश्वविद्यालय प्रशासन का जो फैसला था, उसको खारिज किया और आज उस नौजवान ने बहुत अच्छे और शानदार मतों से जीत हासिल की है और ये कोई अकेला वाक्य नहीं है, मुल्क का माहौल बदल रहा है। जिन्होंने नौजवानों को गुमराह किया था, नौजवान उनको सबक सिखा रहे हैं। हाल ही में पंजाब विश्वविद्यालय छात्र संघ का जब चुनाव हुआ, तो NSUI, भारतीय राष्ट्रीय छात्र संघ को बहुत ही शानदार जीत प्राप्त हुई। उससे पहले राजस्थान विश्वविद्यालय छात्र संघ का जब चुनाव हुआ, उसमें भी NSUI के पक्ष में विजय का घोष बजा था। तो ये बदलती हवा की निशानी है और इस संगठन का भूतपूर्व अध्यक्ष होने के नाते मुझे इस बात का बहुत गर्व है कि ये जो बदलाव की प्रक्रिया है, वो हमारे सबसे प्रगतिशील अग्रिम संगठन से शुरु हुई है।
Shri Tewari added that we have second suo-moto also. A number of you who are older than me in this job would remember that in this very briefing room, in the May of 2008, when the UPA Government in its first ‘Avatar’ had increased petrol and diesel prices, after four years of holding them steady, when crude oil, if I remember correctly, had soared close to 120 US$ per barrel, one of the Spokespersons of the BJP, who was a Minister in the previous Government was sacked for reasons best known to him and Prime Minister Shri Narendra Modi had described or famously described the then UPA Government is an ‘Economic Terrorist’ – very widely reported that we were ‘Economic Terrorists’ or labeled as ‘Aarthik Atankvadi’ because after a period of four years we had increased the price of petrol and diesel because crude prices had gone through the roof. The shoe seems to be on the other foot today.
Since 26 May 2014, International Crude Oil prices have come down by more than by 52%. On 26 May 2014, crude oil was prevailing at US$ 108.05 a barrel.
On 11 September 2017, crude oil prices came down to US$ 52.73 a barrel. The price of diesel in Mumbai was Rs. 55.49 per liter in May 2014 and the price of diesel in Mumbai today is Rs. 62.37 per litre. Similarly, the price of petrol again in Mumbai in May 2014 was Rs. 71.41 per litre. Today it is Rs. 79.48 per litre. At the prevailing prices of crude oil, diesel should have been at Rs. 28.85 per litre and petrol should have been at Rs. 37.13 per litre.
The story does not end there. On 16th April 2014, the price of kerosene was Rs. 14.96 per litre, and on 16 September 2016 which is the prevailing price today, it went up to Rs. 16.19 a litre. Similarly, the price of domestic LPG increased from Rs. 414 a cylinder i.e. for a 14.2 Kg cylinder to Rs. 466 per cylinder in Delhi and Rs. 510 in UP. While the under recovery for public sector companies went down from Rs. 34.34 per litre to Rs. 9.78 per litre between 16 April 2014 and 16 September 2016. Similarly, the under recovery of LPG went down from Rs. 449.13 per cylinder to only Rs. 33.98 per cylinder.
तो क्रूड ऑयल के कच्चे तेल की कीमत घट रही है। 50% से घट गई और तेल के, डीजल के, केरोसिन के दाम आसमान छू रहे हैं। जो तेल मंत्री हैं, अगर आपको याद होगा, जिस दिन कैबिनेट में फेरबदल हुआ था, तो हमने ये बात कही थी कि लगता है कि उन्होंने कुछ खास आदमियों की सेवा की है, क्योंकि आम आदमियों पर तो सिर्फ बोझ ही डाला है और ये उसका जीता-जागता प्रमाण है कि यह सरकार आम आदमी को लूटने पर आमादा है।
Mr. Modi’s Government is ripping the common man, क्योंकि यदि आप किसी भी आर्थिक परिपेक्ष्य से देखें, इस बात का कोई justification नहीं है कि जब कच्चे तेल की कीमत गिर रही हो तो भारत के बाजार में आम ग्राहक के ऊपर इस तरह का कमर तोड़ बोझ डाला जाए। तो हम भारतीय जनता पार्टी से, श्री नरेन्द्र मोदी जी से, उन्हीं की भाषा में पूछना चाहते हैं कि जो अल्फाज हमारे लिए इस्तेमाल किए गए थे, कि हम आर्थिक आतंकवादी हैं, जब हमने तेल की कीमत, पैट्रोल और डीजल की कीमत को बढ़ाया था, जब कच्चे तेल की कीमत आसमान छू रही थी, तो क्या ये पदवी उनके ऊपर बेहतर लागू नहीं होती?
Don’t they qualify better for the label of ‘Economic Terrorists’ which they had used against us in 2008 when we increased the price of petrol and diesel, rather the UPA-I increased the price of petrol and diesel when crude oil prices were going through the roof and that they are increasing the price of diesel and petrol and kerosene and LPG when crude oil prices are on a record decline.
तो इसलिए इस सरकार को, प्रधानमंत्री जी को, तेल मंत्री को भारत की जनता को जवाब देना चाहिए कि क्या वजह है कि उनके साथ इस तरह का सौतेला व्यवहार किया जा रहा है और उसका जवाब बिल्कुल साफ है, सरकार की तिजोरियाँ खाली हैं, GST लड़खड़ा गया है। जो आर्थिक अर्थव्यवस्था है वो चरमरा गई है। पिछले क्वार्टर में अगर 2004-05 के आंकड़ों पर GDP का मूल्यांकन करें, तो GDP 3.9% पर बढ़ी थी, Which is the lowest since 1979. इन्होंने base year बदल कर दो साल की Statistical Jugglery की है और ये जो वर्ष है 2017, ये एक ऐसा वर्ष है कि 1991 के बाद Lowest investment भारतीय उद्योग क्षेत्र का, भारतीय अर्थव्यस्था में Lowest investment का साल है।
तो प्रधानमंत्री जी Shinzo Abe के साथ रोड़ शो करें, किसी और के साथ गले मिलें, पर हम उनसे पूछना चाहते हैं कि ‘इधर-उधर की बात ना करिए, बता काफिला क्यों लुटा, हमें रहजनों से गरज नहीं, तेरी रहबरी का सवाल है’।
दिल्ली विश्वविद्यालय के छात्र संघ के चुनाव पर पूछे गए प्रश्न के उत्तर में श्री तिवारी ने कहा कि, मेरी याददाश्त जहाँ तक काम करती है शायद दिल्ली विश्वविद्यालय के इतिहास में कभी ऐसा नहीं हुआ है। 1972 से लेकर 1985 तक लगातार दिल्ली विश्वविद्यालय में ABVP जितती रही और NSUI दूसरे नंबर पर रही। 1985 से NSUI की जीत की प्रक्रिया शुरु हुई और 2017 तक कभी हम जितते थे और कभी वो जितते थे, पर ऐसा कभी नहीं हुआ कि चुनाव में धाँधली का आरोप लगा हो और शायद ऐसा कभी भी नहीं हुआ कि किसी का नामंकन खारिज हुआ हो और उसने उच्च न्यायालय से जाकर अपने नामंकन को दुबारा से बरकरार कराया हो। तो इसलिए यह इस बात का प्रतीक है कि किस तरह से विश्वविद्यालयों के साथ, महाविद्यालयों के साथ NDA -BJP की सरकार खिलवाड़ कर रही है।
This is a manifestation of the subversion of Indian Universities by the NDA-BJP Government.
और मार इनको सिर्फ इन तीन विश्वविद्यालयों में नहीं पड़ी, JNU में भी पड़ी है। ठीक है, वहाँ पर हमारी जीत नहीं हुई, पर प्रगतिशील ताकतें जीती हैं और श्री नरेन्द्र मोदी जी को और भारतीय जनता पार्टी को देश को जवाब देना चाहिए कि उन सब लोगों ने जिन्होंने ABVP के खिलाफ जवाहरलाल नेहरु विश्वविद्यालय में वोट डाली हैं, क्या वो मानते हैं कि वो सारे Anti-National हैं? आपको याद होगा कि किस तरह से एक विश्वविद्यालय को सरकार के द्वारा. उसकी छवि को धूमिल करने की कोशिश की गई थी। तो इसलिए ये जो सारा मायाजाल श्री नरेन्द्र मोदी जी ने बुना था, जो उन्होंने लोगों को आज से 3 वर्ष पहले लंबे-लंबे सपने दिखाए थे, सब्ज़बाग दिखाए थे, आज वो झूठ का पुलिंदा खुल रहा है और आने वाले एक साल में जो इनकी सच्चाई है, जो झूठे वायदे करके इन्होंने लोगों को गुमराह करके वोट लिए थे, वो इनके सामने आएगें।
एक अन्य प्रश्न पर कि जो मौजूदा कच्चे तेल की कीमतें हैं, क्या कांग्रेस पार्टी ये मांग करती है कि इसी दाम पर पैट्रोल, डीजल की कीमतें लागू करें, श्री तिवारी ने कहा कि, इधर-उधर ना करें, जो बनती हैं उनको लागू किया जाना चाहिए। मोटी-मोटी बात ये है कि, कच्चे तेल की कीमत 3 साल में 50% गिर गई है और पैट्रोल, डीजल और केरोसिन की कीमतें आसमान छू रही हैं। पिछले 11 या 12 दिन में पैट्रोल की कीमत 6 रुपए बढ़ी है। तो पहली बात तो ये है कि हम नरेन्द्र मोदी जी से यह पूछना चाहते हैं कि, ये कमर तोड़ महंगाई, यह कमर तोड़ भार, आम आदमी पर क्यों ड़ाला जा रहा है ? और दूसरा हम ये चाहते हैं कि जो कच्चे तेल की कीमत के अनुसार, पैट्रोल और डीजल के दाम बनते हैं, कि 33 रुपए कुछ पैसे, 28 रुपए 85 पैसे डीजल की कीमत और 37 रुपए 13 पैसे पर लिटर पैट्रोल की कीमत जो होनी चाहिए, उस दाम के ऊपर भारत की जनता को तेल बेचा जाए।
गुरुग्राम घटना पर पूछे गए प्रश्न के उत्तर में श्री तिवारी ने कहा कि, उस विद्यालय में जो घटना घटी, वो अत्यंत ही दुखद है और सबकी संवेदनाएँ उस परिवार के साथ हैं और अगर उनका परिवार चाहता है कि केन्द्रीय जांच ब्यूरो से जांच होनी चाहिए और हमारे जो विचार है केन्द्रीय जांच ब्यूरो के बारे में आप अच्छी तरह से जानते हैं, पर उस परिवार का जो मानना है और जो उनकी मांग है, हरियाणा सरकार को उसका आदर करना चाहिए और अगर इसको व्यापक परिपेक्ष्य में देखा जाए तो एक अराजकता का माहौल है हरियाणा में। जो आंदोलन के दौरान हुआ, कुछ देर पहले जिस तरह की हिंसा, बर्बरता देखने को मिली, उसके बाद पंचकुला में जिस तरह से पूरे शहर में अराजकता का माहौल बना, उसके बाद गुरुग्राम में ऐसी त्रासदी होती है और जो दोषि हैं उनको सजा देने की जगह जो वहाँ पर माता-पिता आए हैं उनके ऊपर लाठी चार्ज किया जाता है। तो कोई नैतिकता, कोई संवेदनशीलता, कोई मानवता हरियाणा सरकार में और BJP में रह ही नहीं गई। नहीं तो कोई संवेदनशील सरकार, जिनके छोटे से बच्चे के साथ ऐसी घटना हुई हो और बाकि माता-पिता उनके दुख में खड़े हों, उनके साथ ऐसा व्यवहार नहीं करती। उसमें दुखद बात ये है कि मीडिया के साथ भी फिर दुबारा से वो हुआ जो पंचकुला में हुआ था। अब मीडिया को भी इस बात के ऊपर बहुत गहराई से चिंतन करने की जरुरत है कि जिन लोगों को उन्होंने बनाया है, वो लोग उनके साथ कैसा व्यवहार कर रहे हैं।
On the statement of Shri Pradhan on increase of petrol and diesel prices, Shri Tewari said ultimately either the Petroleum Minister does not understood his brief or he is deliberately trying to mislead the people of India. The simple question that he needs to answer the people of India is, that when crude oil prices have fallen by over 52% between May 2014 and September 2017, why have petrol, diesel and kerosene prices gone up by more than 50%. That is a simple question. All this is gobly dop for the lack of better word. It is jargon without any substance to it. Our simple question to the general perception is that somebody else looks after the Petroleum Ministry and not him. So the question to the PM is why are the petrol and diesel prices going up when crude prices are coming down and by the definition of your Spokesperson, would you not better qualify for the label of being an ‘Economic Terrorist’?
On the visit of Japanese Prime Minister to Ahmedabad and also the road show there, Shri Tewari said we have a very great relationship with Japan and that relationship or the foundations or the consolidation of that relationship, was well and truly laid during the UPA regime and therefore, we do not want to transgress propriety by commenting on a State visit but, Yes, it is rather quixotic that the Prime Minister of a country as important as Japan, who is almost India’s strategic partner in many respects, is strangely not even being hosted in Delhi and with an election in Gujarat round the corner, it does raise a question that and I hope this is not the case, that a State visit is actually being used for political purposes because the manner in which it is structured, is rather awkward to say the least.
एक अन्य प्रश्न पर कि जापान के प्रधानमंत्री अहमदाबाद गए हैं, इस पूरे मामले को आप कैसे देखते हैं, श्री तिवारी ने कहा कि, देखिए जापान के साथ भारत के, या भारत के साथ जापान के बहुत करीबी संबंध हैं, हमारे वाणिज्यिक और सामरिक संबंध हैं और हम किसी राजकीय यात्रा की मर्यादा को नहीं गिराना चाहते। पर ये जरुर विचित्र बात है कि, इतने महत्वपूर्ण देश के प्रधानमंत्री भारत आए हैं और भारत की राजधानी नहीं आ रहे हैं और जिस तरह से सारा ताना-बाना बुना गया है, गुजरात में आगे चुनाव हैं, कहीं ऐसा तो नहीं है कि जो राजकीय यात्रा हैं, कूटनीति से जो जुड़ा हुआ तंत्र है, उसका दुरुपयोग राजनीतिक फायदे के लिए किया जा रहा है।
राहुल गाँधी जी पर पूछे गए प्रश्न के उत्तर में श्री तिवारी ने कहा कि, श्री राहुल गाँधी जी को Berkley में एक सवाल पूछा गया और उस सवाल के जवाब में उन्होंने जो वास्तविकता है, उस वास्तविकता को बयान किया है।कांग्रेस का संगठनात्मक चुनाव चल रहा है, तो इसको एक निष्कर्ष पर पहुंचने देना चाहिए और 2019 में अभी समय है। लोग कहते हैं शायद 18’ दिसंबर- जनवरी में ही आम चुनाव हो जाएं, तो तब तक आते-आते रणनीति भी बन जाएगी, नेता भी उभर कर आ जाएगा और इस सरकार के खिलाफ जो लोगों का गुस्सा है, वह भी फूट-फूट कर सड़क पर आ जाएगा। पर यह बड़े अचम्भे वाली बात है, कल बड़ा लंबा-लंबा भाषण दिया भाजपा ने कि श्री राहुल गाँधी जी ने Berkley में जाकर जो भारत की वास्तविकता है, उसको क्यों बयान किया, हम सरकार से यह पूछना चाहते हैं कि श्री राहुल गाँधी जी तो आपके राजनीतिक प्रतिद्वंद्धि हैं, उनके बारे में टोका-टोकी करना तो आपका जन्मसिद्ध अधिकार है, अगर कुछ ना भी हो तब भी आप टोका-टोकी करते हैं, पर जिस तरह से भारत की आलोचना संयुक्त राष्ट्रीय मानव अधिकार संघ ने की है, the kind of criticism India has been subjected to by the United Nations Human Rights Council is absolutely unprecedented.
I remember, in 1993 we were under a lot of attack in the UNHRC by Pakistan and its proxies, the then Congress Government had sent Mr. Atal Bihari Vajpayee, who was then Leader of the Opposition, to lead the Indian Delegation to the UNHRC, then used to be called Commission but Council now, but even then, India did not have to face this ignominy and this international humiliation. You can reel against the UNHRC, you can call them all kinds of names, but the fact remains, it is an inter-governmental body. India is a Member of the UNHRC and India’s track record or this Government’s track record on intolerance, on the killing of Journalists, on the manner in which dissent is tippled, on the manner in which Environmental Activists are persecuted and I am not even talking about a stand which India’s or this Government has taken on the Rohingyas which is totally contrary to India’s traditions where we have welcomed the persecuted from any part of our neighborhood. This kind of ignominy, India has never faced. So, therefore, you can be critical of Shri Rahul Gandhi, but I think the time has come that the NDA-BJP Government and the Prime Minister needs to introspect that merely speeches and road shows with leaders of other countries does not substitute for diplomacy.
Shri Tewari further said that we are a democratic party; there is an organizational election process which is playing itself out and therefore, as a democratic party and the one thing which Shri Rahul Gandhi emphasized and underscored, was that he is a liberal and he is a democrat. So, therefore, you don’t second guess an organizational election process when it is playing itself out. It will culminate logically in what the aspirations and the desires of the Congress workers are.
On the question of attaching the assets of Dawood Ibrahim, Shri Tewari said if Dawood Ibrahim’s assets have been attached, that is a welcome step but the litmus test is getting Dawood Ibrahim back and those were the commitments which this Government had made to the people of India in the run up to 2014 campaign. So, we would expect them to walk the talk. Dawood Ibrahim is accused of the horrendous 1993 blasts which killed innocent people in Mumbai, he is responsible for masterminding many other dastardly crimes before and after that and so, therefore, it is incumbent upon every Government of India, to do whatever they possibly can to get Dawood Ibrahim back and we do hope that when Prime Minister Shri Narendra Modi had gone to Lahore to meet PM Nawaz Sharif he would have raised the issue of Dawood Ibrahim and other criminals who are being sheltered in Pakistan that they be extradited to India.
