Deen Dayal Upadhyaya Grameen Kaushalya Yojana fails to achieve targets

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), launched by Prime Minister Narendra Modi-led NDA government in 2014, has miserably failed in achieving its targets since the very beginning.

“The Government had set a target for training of 10.50 lakh youth under the DDU-GKY in the 12th Five year plan period,” Minister of Rural Development Birendra Singh had told the parliament in December 2014.

However, this number was later reduced in 2015.

“We don’t want to chase any number. Whether it is 150 million by the National Skill Development Corporation (NSDC) and 350 million by ministries—we are delinking it, not attaching any number,” News Central 24×7 quoted Rajesh Aggarwal, director-general of training and a joint secretary in the skills ministry as saying at the time.

The scheme could not even achieve 50 per cent of its original target by the end of 2017. Only 442,085 people had been trained by 2017.

If you look at the table above, except for 2015-16, the scheme has failed every year to complete its target.

Apart from this, the scheme has also failed to achieve its target of at least 75 per cent of those trained. In fact, due to its inability to achieve the target, the target was reduced to ” at least 70% of all trained with a minimum salary of Rs. 6,000/- per month.” Turns out, the scheme has failed to achieve even the reduced target.

Of the 692,017 people trained since the inception of the scheme, only 65 per cent of the trained people have been placed i.e. 449,643.
